Some problems are moving targets that move away from us: infrastructure decaying faster than it's repaired, resistance evolving against the drugs we have, a capability gap compounding year over year. The bar for this tag is deliberately strict — there has to be a named mechanism making things worse and actual evidence of the trajectory, not just rising alarm. A problem whose consequences are more visible but whose barrier is unchanged doesn't qualify; the difficulty itself has to be growing.
