This is common. The instruments exist, the science works, and nothing moves, because there is no agreed way to score the result. Without a consensus test method, grading scheme, benchmark, or reference material, two labs measure the same thing and get answers nobody can compare. Recycled plastic can't trade without a grade. A safety device can't be certified without an accepted test. The advance is a published standard that independent parties accept.
