Some problems were created within recent memory by a new technology such as drone traffic or AI-generated content, by a new regulation, or by a sudden event. New problems have no long record of failed attempts to learn from, few entrenched assumptions, and often no established field that owns them. That leaves them open to newcomers. It also makes them easy to underestimate, since no one has mapped their edges.
