No single organization can solve the problem even with unlimited money, because at least two organizations with different mandates each control a piece the others cannot provide. Examples are a regulator and an industry, two countries' customs authorities, and a data holder and a data user. The boundary between them is the barrier. Many organizations working on the same problem is not enough to qualify. They have to need each other.
