A deliberately rare gene. It applies only when the parties actually agree on the goal and the approach, no one of them can act unilaterally, and each is waiting for the others — like competitors who all want a shared standard but each want someone else to move first. Most problems that involve many organizations are NOT this: usually one of them faces a technical, economic, or regulatory barrier that would bind even if everyone cooperated perfectly.
