the science isn't there yet

A solution can't yet be attempted. The mathematical framework, scientific theory, or basic conceptual model it would need doesn't exist. Two examples: building guarantees for deep learning without a theory of why it generalizes, and predicting traits from genomes without knowing the rules that connect them. Research may be under way, but it is still laying foundations.
