Some problems can't be solved by making one component better, because the trouble is the shape of the whole system. Examples are a take-make-dispose economy that no better recycling plant can fix, a centralized grid where the answer is distributed generation, and a supply chain whose incentives guarantee waste. These problems call for changing how the pieces relate to each other.
