getting people to act differently

Many solutions fail at the last step, which is people. The bed net exists and goes unused. The screening saves lives and people skip it. The incentive system rewards the wrong behavior. These problems need a new approach to changing what people do, at three levels: individuals adopting or complying, communities changing shared practices, and institutions restructuring the incentives and cultures that steer the people inside them.
