The instruments exist and the agreement doesn't. Seventeen problems across fourteen fields are blocked by the absence of an agreed method, metric, threshold, or grading scheme. Everyone can measure the thing, each in a different way, so nobody can certify, compare, or trade it. Members often point to the same way out: borrow the measurement discipline of a nearby field that has already solved this, such as respirator fit-testing or scrap metal grades.

If a technical committee published an agreed method tomorrow, the field would be unblocked. Which committee would that be?
